Project-Based Voucher Program Request for Proposals

The Portage Metropolitan Housing Authority (“PMHA”) will be accepting applications from property owners for a project-based voucher program (“PBV”) under the Moving To Work Program.

 Under the PBV Program, PMHA will attach a Housing Assistance Payment (“HAP”) Contract to a unit if the owner agrees to rehabilitate or construct the unit in accordance with regulations for the PBV Program and HUD's Housing Quality Standards (“HQS”). The rent for each designated unit in the selected structure(s) will be subsidized by PMHA when the owner leases the unit to an eligible family. The purpose of this program is increase the rental housing stock available to low-income Portage County families.

Rehabilitation or new construction of selected projects cannot begin until PMHA and the owner(s) have executed an Agreement to enter into a HAP Contract.

Proposals will be accepted until at 6:00 p.m., December 31, 2018.
